America wasn’t founded as a democracy. As editor Lewis H. Lapham writes in his preamble, “It was founded...on the dream of riches, for the purpose of acquiring and accumulating wealth.” Democracy, the Fall 2020 issue of Lapham’s Quarterly, considers a pressing issue like no other. “Let the people think they govern,” wrote William Penn in 1693, “and they will be governed.”
